Water Challenges The area evaluated by the feasibility study has been historically limited in terms of land use opportunities and economic development due to minimal groundwater availability and the unlikelihood of obtaining a consistent water supply.
Phase 1 of the Elmore-Ada Water Project found that a sustainable water source to the area is feasible from a technical, financial, legal, political, environmental and hydrologic perspective.
Potential water sources may include new appropriation of Snake River water rights during non-irrigation periods, purchase of senior Snake River water rights during irrigation periods, and use of aquifer storage and recovery (ASR) to offset summer peak demand and mitigate current groundwater declines.
